I just rewatched the tape GO. Unless I'm missing something that bell never rang in that opening bout.

Thought I remember hearing it as orton walks down the ramp - no big deal just thought I noted it in my head when I saw it

Oh, the bell you heard may be the "get the crowd's attention bell to announce a match is coming up."
Orton entered first so that's probably what you are referring to.

Sorry to go back to this one since I was away but I wanted to get this clarified (and I think we need to finalize it and add to rules since its a grey area).
So in this scenario, Orton curtain jerks and begins his walk down the ramp... as he walks down the ramp they do the "ring the bell on the way to the ring routine" that they do occasionally as Farn pointed out. Then he and Shane started fighting before actually getting to the ring. So are we going to officially "ignore" this ring bell cause its not with both guys in the ring etc? When they do this "ring on the ramp" (ROTR?!) do they then usually ring the bell again when both competitors actually get into the ring to "officially" start the match? I wish we knew of another match that had a ROTR and then actually started a normal match afterwards. But finding that is all but impossible, we'd have to just come across it in the future and note it.

They always ring the bell to officially start the match. The only time you hear the random ringing I think is when it opens a show and they are trying to get the crowd's attention and signal the start of the show. They do the "get the crowd attention" thing at boxing too.
