The subject of trading waiver priority has been discussed but no official rule exists. I propose the following:
The trading of waiver priorities is allowed to be included in any trade. In all cases each trading team must still have a waiver priority at the end of the transaction - in other words, Team X can't have two waiver priorities which disallows team Y from making a waiver claim.
The above assumes that the trade involves value for value. Simply trading waiver priorities for "future considerations" is not acceptable. It can be "Wrestler X in exchange for waiver priorities" or "Wrestler A and Wrestler B for Wrestler C and waiver priorities".
As noted in the 2nd half of the rule, it is proposed here to NOT allow your waiver priority to go to another team without receiving their waiver priority back in return. In effect what this would do is not allow the team giving away their waiver priority from ever making a claim until the first team uses their waiver claim rights.

wouldnt your 2nd option need to be wrestler A + Wrestler B + Waiver priority for Wrestler C + Waiver Priority?

No - it opens up too many other issues like - does the waiver priority change once you reach number one, does it carry over to next season, etc etc...

I believe if you want to strike a deal that has a condition involving someone doing something with their own waiver wire move, that could be done, but I do believe you shouldn't trade priorities.

Trading priorities is entirely the point. Yes wiggs, when I say
"Wrestler A and Wrestler B for Wrestler C and waiver priorities"
the implication is that part of the consideration that the 2nd team gets in this scenario (the team receiving Wrestler C) gets a beneficial improvement in their waiver priority.
Example: Two teams make a trade involving waiver priorities. Before the trade, team A has the 3rd waiver priority. Team B has the 9th waiver priority. Team A trades Bruno Sammartino and their 3rd position waiver authority to team B in exchange for Gorilla Monsoon and their #9 waiver priority. It's a one-time switch of priorities only. At the end of the trade, the teams take their respective waiver priorities and the league goes on completely normal.

Clarification
This scenario is like moving up in a draft - except that you can't totally "trade away" your waiver priority. Example:
Waiver priority is as follows before a trade:
1 - Species 2 - Mike D 3 - Farn 4 - wiggs 5 - Great One
GO wants my #1 pick so he trades me Mark Henry to improve his waiver priority. The resulting waiver priority is:
1 - Great One 2 - Mike D 3 - Farn 4 - wiggs 5 - Species
It is NOT GO having the #1 and #5 waiver picks - when I say a swap of waiver priorities, it is ONLY a swap and not having 2 separate waiver priorities. Does that help??

Motion passes. Waiver priorities can be exchanged as part of the consideration in trades. Trades must include value for value in exchange for the switch in priorities.
