Proposition 1: To eliminate the limitation on prospects that they be professional ballplayers at the time of their drafting.

This will allow high schoolers, smaller children, women, and even blacks to be drafted.

Context note: This will clarify whether we should continue to draft this way (as it appears that we have) or hold to the current rule which seems to limit the prospect picks to professionals only.

A Yes vote will be to allow players on any level to be drafted, and if passed the proposition will go into effect next year.

A No vote will be to limit the draft to professional players only, and if the proposition does not pass the limitation will be enforced with next year's draft.

However, I protest that the rule begins next year. If I recollect correctly, my first year in this league was two years ago and the prospect draft was held after the MLB draft, substantially broadening the player pool.

When we changed the prospect draft to be prior to the MLB draft, the entire dynamics changed. Because of that, the original rule should be considered moot.

The rule change has to begin next year. However, there is no reason to believe that another non-professional pick in the balance of this draft won't be allowed under commissioner edict as well.

I think we can safely assume the professional limitation on the picks will be suspended until it is clarified through this proposal's vote.

Maybe Oui, Aye and Khallas instead of yes was confusing.

I propose a rule change for 2009. When voting on a proposal, one must say yes not oui.

no, it was a simple not seeing anything that indicated it passed. i think to have enough votes, but not have someone post a simple "this proposition passes" will lead to confusion.

no offense to PD, but i do think the commish needs to be the one to make the pronouncement.
