I'm not sure what the criteria for this was.
1. Wrestling ability? If so, Cena at 16 and Flair at 17?
2. Entertainer? If so, Hogan at 23?
Is Vince really setting the list like this because some of those guys are with TNA? I know why Benoit isn't on there. And I think they are prevented from listing Owen if they had wanted to. But I'm really lost as to how this list go put together.

... and a tie? Really? I don't care what the format, it's still a highly opinionated ranking ... so a tie, at #17? They really couldn't lean one way or the other on that?
